Consider that the majority of that 30% get their elk every year. Landowners have begun leasing their land out and private access has become increasingly difficult to secure. I wouldn't even consider suggesting MT unless you can find a outfitter with good access, but then it gets real expensive. Even then you've got to be careful, a lot of guys are charging $6000 and don't even have good land leased. I know that Colorado has much better success rates and a lot of elk on public land. Around here you could hunt all season and not see a elk in the forest service. You'll see them in the fields behind the no hunting signs all day long though.
